Trained through the Community Emergency Response Team (CERT) program, these residents are able to offer assistance in a disaster even before professional emergency crews arrive on the scene.
This twenty hour training and disaster simulation drill focus on:
disaster preparedness
fire safety
light search and rescue
disaster psychology
terrorism and CERT
disaster medical operations
CERT members are encouraged to support emergency response agencies by taking an active role in community emergency preparedness projects. Attendees to this free program come from all walks of life, echoing the cultural, economical, and generational diversity of the city.
Trained and uniformed volunteers 18 and older, who are willing to commit to a minimum of 20 hours a month, assist uniformed Police Officers in a variety of ways. Training, uniforms and mileage reimbursement are provided.
Cleveland’s Neighborhood Watch Program provides the opportunity for neighborhoods to work with police to design crime prevention programs which meet their own particular needs and reduce crime. Networks of neighbors are trained by crime prevention officers to protect themselves and their property, as they learn to serve effectively as additional eyes and ears for law enforcement agencies in their communities
Courtwatch: Helping Victims and the Justice System

Courtwatch representatives are the “watchdogs" of the community because they help victims and neighbors monitor court cases while establishing a visible presence during trials. Courtwatch gives Clevelanders the opportunity to learn how the criminal justice system works, who the judges are, and what sentences are imposed.
Courtwatch recruits and trains community volunteers to attend hearings and trials. These volunteers report basic information and give impressions of the performances of judges and prosecutors.
Courtwatchers show victims that they have community support. By making a statement to criminals that crime will not be tolerated they also support police, prosecutors, and judges who apprehend and punish those that harm others.
