The 2010 Budget Hearings started this week with Mayor Frank G. Jackson presenting a general operations budget proposal to Cleveland City Council. Hearings will last 10 days as the Finance Department goes through the proposed budget line by line. Hearings are aired live on TV-20 through Time Warner Cable.
