About the Waste Collection Fee The waste collection fee was instituted to recover some of the costs in providing waste collection services. Effective January 1, 2012, the monthly rate is $8.50 per unit for City of Cleveland property owners. Property owners may contact the Division of Assessments and Licenses at 216.664.2272 for a Residential Waste Collection Fee Exemption Form.
