The DAL promotes and supports the health and safety of the citizens of Cleveland in numerous ways:

  • Collection of business taxes to fund City services;
  • Issuance and enforcement of licensing and permitting laws to protect the public;
  • Billing and collection of monies expended on various services;
  • Inspection of weighing and measuring devices to ensure the accuracy and integrity to protect consumers and businesses; and
  • Preparation of assessments to recoup funds expended on public improvements and contribute to economic development through special improvement districts.

Licenses

The Division of Assessments and Licenses issues, collects, deposits and accurately accounts for over 130 different types of licenses and permits (approximately 25,000 per year). 


Tax Collection

The Division of Assessment and Licenses ensures the accurate collection of the City Admission Tax, Transient Occupancy Tax, Motor Vehicle Lessor Tax, Parking Tax, and Coin Operated Amusement Tax.


Special Assessment

This is a section of the Division of Assessments and Licenses Prepares which administers special assessments and business improvement districts according to State and local laws, and prepares timely and accurate certifications to the County. It is also applies payments and certifies unpaid accounts to the County for collection on property tax bills.


Billing

This section maximizes revenue for the City through the efficient billing of services provided by various City Departments. It is also responsible for billing appropriate medical insurance carriers for Emergency Medical Service and Residential Waste Collection fees.


Weights & Measures

This section assures the accuracy and honesty of all weighing and measuring devices including commercial scales and gas pumps by inspecting and sealing them. -more


Citizen and Business Assistance

The Division of Assessment and Licenses provides information and assistance to businesses and citizens seeking licenses, permits and inspections of weighing devices.The Division also works with businesses, citizens and internal City divisions to efficiently issue licenses and permits and ensures compliance with the City's Codified Ordinances.


Transportation Administration

This Division of Assessments and Licenses section licenses and inspects taxicab companies.

Application Form

Registrants for Domestic Partnerships* must be 18 or older, and neither may be married or in an existing domestic partnership with someone else. Registrants can deliver or mail a completed application form and $55 to the Division of Assessments and Licenses at the above address. Acceptable forms of in-person payment include money order, check, or cashiers check (made out to the City of Cleveland); cash, or credit/debit card. Photo ID is required to enter the building. Those registering via mail may pay by check or money order only.
